Incumbent is committed to protect the health and safety through enforcement of City and State animal control laws and provides information supporting quality pet care.
Incumbent assists community on the education regarding the importance of licensing.
Promotes responsible pet ownership and pet population.
Assists development of community problem solving techniques regarding nuisance animals.
Under direction, the employee prepares recurring reports and records, and frequent decisions are made with few precedents, which requires mature judgment.
The worker has continuous services to the public frequently involving matters demanding outmost tact and resourcefulness.
Job Responsibilities 1.
Receives and responds to animal complaints; including animals at large, stray, vicious, abandoned, nuisance or abused.
2.
Enforces City ordinances by patrolling assigned areas; captures and impounds dead, sick, injured, stray or trapped domestic and non-domestic animals.
3.
Monitors violations of animal control City ordinances and state laws.
4.
Apprehends stray, at large, diseased or injured animals.
6.
Determines ownership of animals at large.
7.
Handles vicious animals or irate citizens, utilizing officer safety.
8.
Offer suggestions to animal owners to aid in compliance with laws and ordinances.
9.
Responds to and investigates complaints from the public regarding stray, sick, injured and abused animals.
10.
Investigates cases of animal cruelty, neglect, abandonment, animal bites and barking dogs.

Responds to bee invasions.
11.
Prepares reports, gathers evidence, prepares search warrants and witness statements.
12.
Maintains records of violators and testifies in court.
13.
Assists in the removal of deceased animals from City property and other locations.
14.
Operates and maintains an animal control vehicle.
15.
Utilizes a variety of animal control devices and equipment including leash, muzzle, traps, catch pole, net, radio and tranquilizing equipment.
15.
Answers calls and provides information to assist public with locating lost/found animals, adoption procedures, licensing requirements, spaying, neutering and disease information.
16.
Completes paperwork for customer licenses, adoptions, claims, releases, stray and trap forms.
17.
Vaccinates adopted animals.
18.
Quarantines biting animals for observation according to established guidelines.
19.
Occasionally collects licensing fees.
20.
Provides interviews to media, local university and high school papers 21.
Presents information or personal knowledge of animal control to special interest groups.

Performs other job related duties as required.
Knowledge, Skills and Abilities Minimum Requirements - 1.
Job requires an accredited high school diploma or GED equivalent.
2.
Job requires a valid Texas Class C Driver's License 3.
Must be able to obtain Basic Certification as an Animal Control Officer from Texas Health Department within one (1) year of employment.
Certification must be maintained throughout employment.
4.
Must have knowledge of animal control equipment; experience in handling animals and the use of firearms preferred.
5.
Must have the ability to enforce animal control ordinances to assure the safety and health of citizens and animals in the City of McAllen.
6.
Must have excellent oral and written communication skills and the ability to prepare reports and records.
7.
Must have interpersonal skills using tact, patience and courtesy 8.
Must be able to deal with the public in a courteous and diplomatic manner, often under stressful conditions.
Physical Requirements 1.
The employee is regularly required to stand, walk, sit, use hands to handle, or feel objects, tools, or controls.
2.
The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl.

The employee must regularly lift and/or move 25 to 60 lbs.

Additional Information 1.
This position is safety sensitive subject to random drug and alcohol testing.

This position has no supervisory responsibilities over others.

Works outdoors five (5) days, forty (40) hour week; The employee frequently works in precarious places and is frequently exposed to different weather elements and working conditions.

The employee is occasionally exposed to toxic and or caustic chemicals.
