Open Until Filled Job Description Under general supervision, the Emergency Communications Specialists (ECS) receives emergency and non-emergency calls for information and assistance via the telephone radio and tele-type.
ECS directs all calls to an immediate source of assistance, maintains a constant status information on all police, fire and emergency medical units, operates complex computers and network functions, telephone equipment, radios, recording devices, E-911 PSAP and other technical equipment, and monitors activities in several areas of the complex for security.
This position has access to highly sensitive materials and is responsible for security of that information.
Most job duties performed on demand, with multiple simultaneous task demands probable.
High liability, high stress factors predominant.
No supervisory or budgetary responsibilities, independent prioritizings and situational assessment.
Job Responsibilities 1.
Answers all incoming telephone calls including call for emergency and non-emergency police and fire service, emergency ambulances service, 911 call, information and after hour calls for departments within the City.
2.
Assess and prioritizes calls, determines action to be taken, and the conditions and time frames, which must be met to insure effective service and safety.
3.
Directs each call to a source of assistance according to specific call type.
4.
Monitors multiple radio frequencies simultaneously and maintains unit status information on all units assigned to these frequencies.
5.
Determines and dispatches field response units adequately and provides specific information via radio transmissions to insure effective and timely service.
6.
Receives and dispatches after hour calls for various other units in the City.
7.
Monitors audio and video, equipment to jail section and other areas of the building for security purposes.
8.
Monitors the radio/telephone recording equipment, 911 PSAP (Public Safety Answering Point), land, mobile, radio communications systems, computer network devices, jail security monitors, building fire alarms systems, printers and emergency back-up equipment.
9.
Monitors and makes appropriate notifications of activities requiring Emergency management intervention.
10.
Prints and checks activity summaries for all patrol and fire shift.
Maintains up to date information for the safety of emergency personnel as well as the community at large.
11.
Performs transactions through telecommunications networks including TLETS and NLETS, requiring specific control and security.
12.
Controls entry, update, confirmation, and clearance of information in TCIC, NCIC, Regional and various other data bases requiring specific coding and criteria, critical accuracy standards, and incident dictated time mandates.
13.
Maintains and controls access to files including entry support documents, business, emergency call-out and pager files, crime stoppers calls, personnel rosters, and other special units that utilized in certain situations.
14.
Works according to schedule requirements including verifying shifts, day off, and call-out demands.
Insures that workstation is continuously manned and leaves workstation only when the workload and relief availability allows.
15.
Responsible for communicating with city department head in the event of a natural disaster or emergency to insure that all agencies involved are kept up to date on incoming information.
16.
Must learn certain aspects of law enforcement/fire fighting concepts and be able to successfully pass all testing required through TCLEOSE mandates for certification.
17.
Responsible for attending all training required by the Sgt.
of Communications and pass all aspects of tests provided.
18.
Provides training and assistance for incoming trainees, monitors their work product on a daily basis.
19.
Performs any assignment as assigned or directed by a Supervisor.
Knowledge, Skills and Abilities Minimum Requirements 1.
Job requires an accredited high school diploma or GED equivalent 2.
One (1) year experience in public safety telecommunication or special schooling in the field preferred.
3.
Job requires a current, valid Texas Class C driver's license.
4.
Ability to understand and speak both English and Spanish.
5.
Ability to distinguish colors.
6.
Must successfully pass the state required tele-communications course within 12 months of employment.
7.
Job requires effective communications skills, both oral and written, manipulative skill, multi-task abilities 8.
Ability to deal effectively with various types of people under varying circumstances 9.
Knowledge of law enforcement computer data base and telecommunications networks, knowledge of land mobile communications systems and dissemination, knowledge of fire department response procedures, and knowledge of federal and state communications standards, 10.
Must possess basic telephone courtesy and functional knowledge, knowledge of the physical layout of the City and surrounding jurisdictions.
Tact and resourcefulness are very demanding in this job.
Physical Requirements Physical effort limited to lifting 20-30 lbs.
The task involves sitting, standing and walking from place to place within the confines of the communications center.
